Minutes of the Parish Council Meeting held on Wednesday 15th July 2020 in Stoke Lacy Village Hall at 7.30pm

20.20. To Accept apologies for absence
None received
20.21 To receive DECLARATIONS OF PERSONAL INTEREST and written dispensation requests for Disclosable pecuniary interests on agenda items
None received
20.22 To approve the Minutes of the virtual meeting held on Thursday 11th June 2020;
approved
20.23 To Receive Ward Councillor’s and Police Reports
20.23i Ward Councillor Lester gave an update on Herefordshire Council matters
20.23ii No Police report
20.24 PUBLIC PARTICIPATION None
20.25 FINANCE: Current Account balance as at 1st June 2020: £8287.76 (Bank statement to 1st July not to hand)
20.25 i Draft accounts from 1st June to 1st July 2020 as distributed: APPROVED.
20.25 ii The following payments relating to the NDP were approved: Kirkwells Ltd: Inception meeting: £1746 inc. VAT of £294; C. Leonard: graphics for NDP Public Meeting: £93.60; M Warren: laminator & pouches: £41.98
20.26 TO CONSIDER AND APPROVE ANNUAL ACCOUNTS for 2019/2020
20.26i The Governance and Accountability Return (AGAR) was approved and signed
20.26ii The Finance Report was approved and signed
20.26iii The Internal Audit Report was received
20.26iv The Annual Governance Statement was approved and signed
20.26v The Accounting Statement was approved and signed
20.26vi The Exemption Certificate was signed and approved for the Clerk to submit to the Auditors
20.27 NDP update
An update on progress and next steps for the NDP was received. The Parish Council approved that A Call for Sites be made, with publicity included in August’s Cider Press. See Parish Council website for more details
20.28 To note CLERK’S REPORT and Information Sheet
28.28i An update on the progress of the bus stop, Crick’s Green double white lines; Hidden Dip sign; gates; SIDs was given. The Clerk was asked to follow up outstanding matters.
20.28ii The Clerk reported on her Planning Overview training, held by Zoom
20.28iii Planning applications: none received; permissions/refusals: None received
Councillor Wilson requested that some interest-paying accounts be investigated with regard to transferring some of the large sums of money from the Current account into an interest-paying account; to be brought to the next Parish Council meeting
The meeting closed at 10pm
DATES OF NEXT PARISH COUNCIL MEETINGS
Provisionally set, Covid.19 restrictions permitting, to take place in the Village Hall, with social distancing and other regulations in place
All on Wednesdays at 7.30pm
9th Sept; 14th Oct (discuss Precept for 2021/22); 11th Nov (set Precept) No meeting in Dec.
2021: 13th Jan; 10th Feb; 10th March
