Minutes of the Parish Council Meeting held on Wednesday 14th October 2020 in Stoke Lacy Village Hall at 7.30pm
Present: Councillors Janet Ivison (Chairman), Anne Reece, Helen Bufton, Bill Morgan and James Wilson
In attendance: Mrs Alma Westwood (Clerk); 5 members of the public
The meeting commenced at 7.30pm, when the Chairman welcomed two residents of Newlands
20.44 To Accept apologies for absence
Ward Councillor Jonathan Lester and PCSO Susan Berrett: apologies accepted
20.45 To receive DECLARATIONS OF PERSONAL INTEREST and written dispensation requests for Disclosable pecuniary interests on agenda items
None received
20.46 To approve the Minutes of the Extra-Ordinary Parish Council meeting held on Thursday 10th September 2020

20.47 To Receive Ward Councillor’s and Police Reports
20.47i Ward Councillor Lester sent an update on Herefordshire Council matters. This report will be on the Parish Council website
20.47ii PCSO Susan Berrett reported by email that there had been an act of vandalism in Woodend Lane but had nothing further to report
20.48 PUBLIC PARTICIPATION
Two members of the public raised concerns regarding speeding through the 30mph zone by Newlands. The Clerk was asked to contact the Safer Roads network, requesting they site a speed van by Newlands. Other matters raised concerned the verge, not adopted by Carters; dog walkers’ field in the area; accessibility of public footpaths; queries concerning dog waste and the possibility of installing dog waste bins. The Clerk was requested to find information on bins and report back to Councillors. The problem of a bright light disturbing some Newlands residents was resolved
Two members of the public left the meeting at 8.05pm.
20.49 FINANCE: Current Account balance as at 1st September 2020: £12,680.94
20.49i Draft accounts from 1st August to 1st September 2020 as distributed: APPROVED.
20.49ii The following payments were approved: Cllr Morgan: speed signs £196.80; Kirkwell’s NDP: Issues & Options preparation: £1764; Eyelid Productions: Accessibility upgrade: £50
20.49iii It was AGREED the Parish Council join CPRE (Council for the Preservation of Rural England) at a cost of £37
20.49iv The quotation from BB of £4000 for surveying for the possible installation of double white lines in Crick’s Green was considered NOT VIABLE
20.49v The Parish Council AGREED to purchase 3 No Dog Fouling signs at a cost of £6.99 each, for Bredenbury and Woodend Lanes and Netherwood
20.49vi It was AGREED to proceed with internet banking for the Parish Council
20.49vii The Budget and Precept for 2021/22 were discussed, including website hosting costs, possible extra costs for NDP from PC budget incl. Landscape Historian; possible Maintenance Budget. The Precept would be set at the next Parish Council meeting on Wednesday 11th November 2020
20.50. TO RECEIVE PUBLIC FOOTPATH REPORT
The Footpaths Officer reported on successes in having repairs to some footpath stiles
carried out and that some repairs and obstructions remained to be dealt with. Landowners’ Responsibilities leaflets to be obtained from BB and distributed to all landowners in the area. (Clerk to organise) Discussion on gates v. stiles ensued. The Chairman thanked the Footpaths Officer for his very comprehensive report, (Publish on website?)
20.51 NDP update
20.51i The minutes of the meetings held on 2nd, 6th and 30th September 2020 were APPROVED
20.51ii The Issues & Options document was APPROVED for sending out to Parish residents. First phase of public response, it is not the final document. Councillor Reece proposed: Thanks to be minuted to all involved in making excellent progress; seconded by Councillor Bufton; carried.
Councillor Morgan left the meeting at 9.22pm
20.52 STOKES HILL PLANNING APPEAL RE: DRIVE
The Parish Council AGREED to send in representation AGAINST the appeal
A member of the public left the meeting at 9.27pm
20.53 UPDATE ON A465 ROAD MATTERS
The meeting with Christian Meanwell was yet to take place; Crick’s Green: see above; village gates repair: carried out by Carters (Newlands) as they still owned them; gates at south end not yet in place; no further news on these or SIDs
20.54 TO NOTE CLERK’S REPORT
20.54i HALC Information Corner etc as emailed
20.54ii Planning applications: none received; permissions: App. 202597 The Hop Kiln, HR7 4HX passed with conditions. Refusals: none received

Provisionally set, Covid.19 restrictions permitting, to take place in the Village Hall, with social distancing and other regulations in place
