Minutes of the Parish Council Meeting held on Wednesday 11th March 2020 in Stoke Lacy Village Hall at 7.30pm

19.152 To receive and accept APOLOGIES FOR ABSENCE
Mr Ian Baker; accepted
19.153 To receive a PRESENTATION ON COMMUNITY RESILIENCE
Mr Ian Baker, who was due to make this presentation, had given his apologies due to pressure of work but would attend the April meeting of the Parish Council if possible.
19.154 To receive DECLARATIONS OF INTEREST and written dispensation requests for Disclosable pecuniary interests on agenda items
None received
19.155 TO APPROVE THE MINUTES OF THE PREVIOUS MEETING held on 12th February 2020. These were approved and signed
19.156 WARD COUNCILLOR’S AND POLICE REPORTS
19.156 ii CSO Jack Davis spoke about the new ‘We Alert’ service available via an app.
6 people had been caught speeding by the church. He also spoke about drivers with dash-cams being able to report dangerous/speeding drivers direct to the police
19.156 i Ward Councillor Lester gave a report on the recent meetings of Herefordshire Council
19.157 NEIGHBOURHOOD DEVELOPMENT PLAN (NDP)
19.157 i The notes from the NDP meeting held on 5th, 11th and 12th February and 4th March were approved .
19.157 ii The approval of the NDP Planning Consultant was held over whilst further information was obtained
19.157 iii Provisional approval of the Grant application: held over
19.158 PUBLIC PARTICIPATION – None
19.159 FINANCE: Current Account balance as at 1st February 2020: £7025.45
19.159 i Draft accounts from 1st February to 1st March 2020 as distributed: APPROVED.
19.159 ii The following payments were approved: HALC course fee (Cllr Morgan): £150 incl VAT of £25
19.159 iii donation towards car park by church: the Clerk was asked to adcertain who owned this before a decision could be made
19.159 iii Cost of SmartWater kits and other information: none to hand
19.159. iv Payment of Clerk’s half-yearly salary and PAYE SP25: noted
19.159 v Cllr Morgan: expenses for the NDP Open Meeting: £47.30
19.160 PLANNING APPLICATIONS & on-going developments
19.160 i 193982: Stokes Hill: retrospective permission for retention of barn for use as a cinema and gymn and retention of stables for use as ancillary residential annex, both in association with the dwellinghouse (including change of use): valid. Retrospective planning application for the driveway to Stoke Hill: REFUSED: no way forward; retrospective permission for fishing lakes etc at Moreton Jeffries: valid
200511: The Hop Kilns, HR7 4HQ Mr O Boardman: Listed building consent for proposed installation of new eco efficient & secure windows and doors
The Parish Council SUPPORTED this application on the grounds of benefit to the environment
Update on Newlands and Orchard Developments
Earth bank and pipe at Newlands: The Clerk reported that the developers had investigated; the bank was secure and the pipe had been removed. The fencing which had been obstructing the view of drivers exiting from the private driveway next to Newlands had been removed. No further news on the Orchard development
19.160 ii Cllr Morgan reported on the recent Planning course he had attended
19.160 iii The Parish Council elected the Clerk and Councillors Ivison and Morgan to speak at any Herefordshire Council Planning meeting if required
19.161 HIGHWAY & FOOTPATH ISSUES
19.161 i Parish Councillors had met Paul Hunter on 2nd March and reported various issues relating to roads and drains, to which he would respond
19.161 ii Woodend Lane signage: in hand
19.161 ii Noted that West Mercia PCC Road Safety Strategy was available on line
19.161 iii The Clerk reported that the Footpaths Officer had sent an updated report, which she would forward to Paul Hunter, Stoke Lacy Locality Steward
19.162 FLOODING ISSUES
The Clerk reported that she had heard of only one household which had been flooded recently and she had sent them the relevant information from Herefordshire Council.
19.163 TO APPROVE STOKE LACY PARISH COUNCIL’S GDPR POLICY as previously emailed: APPROVED
19.164 VE 75tth ANNIVERSARY CELEBRATIONS Saturday 9th May @ 3pm
A meeting of anyone interested in being part of the entertainment, providing refreshments and helping in any way was being held on Wednesday 18th March @ 7.30pm in the Village Hall
19.165 TO NOTE INFORMATION SHEET and Clerk’s Report
19.165 i As already emailed: Correspondence, HALC courses, etc.
19.165 ii Clerk to send updated “wish list” for 106 monies to Yvonne Cooper @ Herefordshire Council
19.165 iii Next Herefordshire Council’s Parish Council Summit meeting: Thursday 2nd April 2020 in Hereford Town Hall
19.165 iv An update on the current situation regarding development in Rivers Wye and Lugg catchment areas had been forwarded to Parish Councillors
19.166 TO ACCEPT ITEMS FOR CONSIDERATION FOR NEXT AGENDA
Community Resilience Plan; notes etc. from NDP Steering group; possible part funding of repairs to car park near the church.
Cllr Bufton advised the meeting that she would be stepping down as a Parish Councillor after the April meeting
