19.25 To receive and accept APOLOGIES FOR ABSENCE
19.26 To receive DECLARATIONS OF INTEREST on Agenda item
None received. The Councillor with an interest was not present.
19.27. To discuss PLANNING APPLICATION NO. P184176/F: The Mill farm, Little Cowarne, HR7 4RG (within Stoke Lacy Parish): Proposed change of use of agricultural land to house two temporary mobile homes for holiday let accommodation
The Chairman opened the meeting and moved to item 19.28
19.28 PUBLIC PARTICIPATION
Messrs Arundale and Bleasedale presented an objective review of the application as provided by Ms Vicky Simpson of Wye Planning, which concluded that the proposed development was contrary to Herefordshire Core Strategy policies SD1, SS6, RA3, RA4, MT1 and LD1 and that the scheme was not sustainable. This report, together with a draft copy of Highways Access Solutions – Highway Objection Report, were presented to the Parish Council but were not able to be read by the Councillors before the meeting commenced. These would be forwarded by Messrs Arundale and Bleasedale to Herefordshire Planning Authority
The Chairman then invited comments from the floor
19.29 CONCLUSION OF MEETING – Parish Council’s decision on the planning application
The Chairman invited Councillors to vote on the application:
The Parish Council voted not to support this application on the grounds of the inadequacy of the access road, Woodend Lane, to service the increased flow of traffic
The meeting closed at 8pm.
Informal discussions following the meeting:
a. Parish Council was asked to ensure local people knew of planning applications
b. Parish Plan: it was suggested that Ms Sam Banks from Herefordshire Council be invited to speak at a Parish Council meeting with members of the public present who would be interested in forming a Steering Group to develop a Neighbourhood Plan for the parish
