1/17 WELCOME and APOLOGIES FOR ABSENCE
The outgoing Chairman opened the meeting by welcoming everyone.
Councillor Anne Reece sent apologies; accepted.
2/17 PRESENTATION BY MS CATHERINE BERKLEY, Bromyard Locality Steward
Ms Berkley gave a comprehensive and interesting report on her work as Locality Steward, with special reference to current concerns, mainly highway maintenance. Ms Berkley highlighted the revised Highways Maintenance Plan from 2017 and pointed out changes from the previous plan.
The Chairman thanked her for her report and said Councillors would invite her back to speak in future, to which she agreed.
Ms Berkley left the meeting at 7.45pm.
3/17 PUBLIC PARTICIPATION
A query concerning contributing to the Community Newsletter was raised. This was on the agenda for the Annual Stoke Lacy Parish Council meeting. The Clerk said she had received two emailed responses and about five verbal ones, all positive and wishing to keep the Newsletter for the village.
A query about the current position with the Newlands development was raised. This was also on the Annual Parish Council meeting agenda. The Clerk said that the land had been sold but that nothing further had been heard as the developers were carrying out further surveys. The Parish Council would contact residents as soon as any more information was to hand.
Ward Councillor Lester then informed the meeting that earlier in the afternoon the application for the house at Cuckhorn Farm (No.163658) had been approved.
The two members of the public left the meeting at 8pm.
4/17 MINUTES OF THE LAST ANNUAL PARISH MEETING HELD ON 11TH MAY 2016
The minutes of the last annual parish meeting were approved and signed.
5/17 FINANCIAL REPORT for 2016/17
The Clerk/RFO reported on the financial activities of the Parish Council over the past twelve months. Grants had been made to Stoke Lacy Village Hall, and St Peter’s & St Paul’s PCC for churchyard maintenance. A large invoice had been received for major works in Bredenbury Lane undertaken by the Lengthsman, but this had been repaid by Herefordshire Council under the Lengthsman Scheme and VAT would be reclaimed. Unfortunately the scheme was being terminated in 2018/19. The Council’s financial position was healthy at the end of 2016/17 and no undue expenditure was envisaged for the forthcoming twelve months.
6/17 OUTGOING CHAIRMAN’S REPORT FOR 2016/2017
Issues dealt with over the year included:
a 6 meetings of the Parish Council had been held. Typical agenda items included finance, planning, road maintenance, speeding and village enhancements. Public participation was always welcome, but often absent.
b.9 planning applications considered.
c. A defibrillator had been donated to the village by Bromyard Freemasons. This had been erected on the southern wall of Wye Valley Brewery, by kind permission, and a successful HeartStart Course had been held.
d. The Parish Council formally agreed that the drawing up of a Neighbourhood Plan was untenable. A high level of involvement from residents would have been required and only two responses were received from the total populace.
