Minutes of the Annual Parish Meeting held on Wednesday 13th May 2015 in Stoke Lacy Village Hall at 7.00.pm
Councillor Neil Walters (Outgoing Chairman) (Chairman); Councillors Janet Ivison. Clifford Bufton, John Westwood, Ward Councillor Jonathan Lester, 5 members of the public.

The meeting commenced at 7.03pm.
The outgoing Chairman opened the meeting by welcoming everyone.
15.2 APOLOGIES FOR ABSENCE
None were received
15.3 MINUTES OF THE LAST ANNUAL PARISH MEETING HELD ON 14TH MAY 2014
The minutes of the last annual parish meeting were approved and signed.
15.4 CLERK/RFO REPORT for 2014/15
The Clerk presented the annual report and Financial Report for 2014/15. After keeping the precept at £500 for the past 4 years, it had been raised from £5000 to £6000 for 2015/16 due to possible election and other unusual expenses which may occur in this financial year. The Clerk reported on the increasing workload for Parish Clerks and her recent gaining of the CiLCA award. A new finance policy had been adopted.
15.5 OUTGOING CHAIRMAN’S REPORT FOR 2014/2015
Issues dealt with over the year included:
a 7 meetings of the Parish Council had been held, including one extraordinary meeting in December to set the precept, it being raised from £5000 to £6000
b Speed Indicator Device installation on Stoke Hill and the north end of the village.
c Grants made to: Village Hall; Stoke Lacy PCC; Community News and Cider Press; Burley Gate school
d Successful Lengthsman and P3 (footpaths) schemes
e 6 planning applications, all supported by the Parish Council and passed by Herefordshire council.
f Reports received from Ward Councillors, CSO Susan Berrett and Stoke Lacy Community Power.
g. The drawing up of a Neighbourhood Plan had been considered at some length, but the Council decided against proceeding at present, but would reconsider if circumstances changed. Councillors did not anticipate any major development. Only two replies to the questionnaire had been received.
g The possibility of a playground had been investigated, but no suitable land was available.
h Thank you’s recorded to the Ward Councillors; CSOs; all parish councillors and clerk and particularly to Mary Caiger, who had stepped down from the Parish Council after some years, two of which were spent as Chairman. Jonathan Lester was welcomed back as Ward Councillor following the recent County Council elections.
15.6 PUBLIC QUESTION TIME
