The meeting commenced at 7.03pm.
The outgoing Chairman opened the meeting by welcoming everyone.
2/16 PRESENTATION BY MS CATHERINE BERKLEY, Bromyard Locality Steward
Ms Berkley gave a comprehensive and interesting report on her work as Lengthsman Co-ordinator, with special reference to current concerns, mainly maintenance of roadside ditches. Ms Berkley stressed that maintenance of these was the legal statutory of the owner of the adjacent land, be it farm or domestic land, and that now Herefordshire Council was now no longer undertaking maintenance landowners would be expected to keep their ditches fully maintained. Failure to do so could result in legal action.
The Chairman thanked her for her report and said Councillor would invite her back to speak in future, to which she agreed.
Ms Berkley left the meeting at 7.40pm.

4/16 MINUTES OF THE LAST ANNUAL PARISH MEETING HELD ON 13TH MAY 2015
The minutes of the last annual parish meeting were approved and signed.
5/16 CLERK/RFO REPORT for 2015/16
A new Parish Council notice board had been purchased, which was a great asset to the community. The Precept had been held at £6000 and the Parish Council was in a sound financial position. Election costs of £40.70 had been paid to Herefordshire Council, the first time these had been requested for an uncontested election. With the Clerk’s CiLCA accreditation, the Parish Council had now adopted the General Power of Competency.
6/16 OUTGOING CHAIRMAN’S REPORT FOR 2015/2016
Issues dealt with over the year included:
a 9 meetings of the Parish Council had been held, including two extraordinary meetings to discuss planning applications; one passed by Herefordshire CC, the other not supported by the Parish Council and no decision yet made by Herefordshire CC
b Grants made to: Village Hall; Stoke Lacy PCC; Community News and Cider Press;
d Successful Lengthsman and P3 (footpaths) schemes. The Parish Council had also taken over the lease of the footpath along the A465.
e. Possibility of obtaining a donated defibrillator of the village.
f. The drawing up of a Neighbourhood Plan had again been considered at some length, but in spite of extensive advertising only two people had come forward to help form a Steering Committee, so this was not viable. The implementation of the Rural Area Site Allocation Development Plan was therefore being pursued.
g Thank you’s recorded to the Ward Councillors; CSOs; all parish councillors and clerk. The death of Mr Martin Field in February was recorded with sadness. He had been a great friend of Stoke Lacy and its Parish Council and would be much missed.
