Minutes of the Parish Council Meeting held on Wednesday 9th March 2016 in Stoke Lacy Village Hall at 7.30pm

Present:

1/16 To receive and accept APOLOGIES FOR ABSENCE
Councillor Clifford Bufton, lambing; Ward Councillor Jonathan Lester and CSO Susan Berrett; all apologies accepted.

2/16 To receive DECLARATIONS OF INTEREST on Agenda items
No interests were declared.

3/16 To discuss HM The Queen’s 90th Birthday celebrations Sunday 12th June 2016
After discussion, it was AGREED that, in conjunction with the PCC of St Peter’s & St Paul’s church, Stoke Lacy, a ‘Bring and Share’ afternoon Tea Party would be held in the church grounds or in church if wet. A big birthday cake would be provided, with music from Village Band (t.b.a.) and competitions for children and adults for the best hat; also 1920s Fancy Dress. The Clerk would speak to Mr John Caiger,
Churchwarden.

4/16 TO APPROVE
i.The minutes of the previous parish council meeting held on Wednesday 16th January 2016
ii The Minutes of the Extra-Ordinary parish council meeting held on Wednesday 10th February 2016
Both sets of minutes were approved and signed.

5/16 There were no WARD COUNCILLOR’S or POLICE REPORTS

6/16 There was no PUBLIC PARTICIPATION

7/16 FINANCE
Current Account balance as at 1st March 2016: £3546.27.
7/16 i Draft accounts from 1st January to 29th February 2016 as distributed: APPROVED.
7/16 ii The following payments were approved:

  • Clerk: 6-monthly salary and PAYE
  • Election fees for May 2015: £40.70
  • Stoke Lacy Village Hall: Jan/March 2015: £40

7/16 iii Councillor AGREED that subject to enquiries regarding contributions from other Parish Councils, this Parish Council would make a contribution of £50 towards the publication of The Newsletter

8/16 To receive a report on the Neighbourhood Planning Workshop.
Councillor Walters gave a report on the recent workshop he had attended. After discussion, it was AGREED that he write an article for publication in The Cider Press, setting out what was entailed in drawing up a Neighbourhood Plan and asking that if anyone was interested in forming a Neighbourhood Planning Group they give their names to the Clerk. The Parish Council itself felt that the best way for it to proceed would be to join the Rural Area Site Allocation scheme.

9/16 To discuss further the possible installation of Defibrillator
Following on from the discussion held at January’s meeting, Parish Councillors now AGREED that the Clerk ask Mr Vernon Amor of Wye Valley Brewery if he would be prepared to have a defibrillator fitted to his property and also have some of his staff trained in its use; also the proprietors of The Plough would be approached regarding training of some staff.

10/16 New Lengthsman/P3 (footpaths) Scheme
The Clerk said she had signed the Parish Council up to these again.

11/16 To discuss hosting Coffee Morning at church on 14th May
The Parish Council AGREED.

The Clerk was asked to invite Ms Cathy Berkley, Locality Steward, to the Annual Parish Meeting at 7pm.

The meeting closed at 9.10pm.
