Minutes of the Parish Council Meeting held on Wednesday 5th July 2017 in Stoke Lacy Village Hall at 7.30pm

1/17 To receive and accept APOLOGIES FOR ABSENCE
Councillor Clifford Bufton; CSO Susan Berrett. Apologies accepted.

No interests were declared.

3/17 TO APPROVE
i THE MINUTES OF THE PREVIOUS PARISH COUNCIL MEETING held on Wednesday 17th May 2017; these were approved and signed

4/17 WARD COUNCILLOR’S AND POLICE REPORTS
4/17i Ward Councillor Lester reported on his general and recent work as Safeguarding Officer for Herefordshire Council. Herefordshire Council had also set in motion testing of cladding on public buildings, in light of the recent tragic fire in London. Discussion ensued on both these topics.
Rural Area Site Allocation Development Plan Consultation (RASA DPC): following the presentation in Bromyard held today, Councillor Lester said he was arranging for Ms Sam Banks to come to speak to Stoke Lacy and Much Cowarne Parish Councils to give further details. He stressed he was determined that Parish Councils which did not have a Neighbourhood Development Plan would be fully consulted about any RASA DP which Herefordshire Council would draw up, which must not dictate to local councils and be too restrictive. The term ‘parish boundary’ was now often replaced by ‘village envelope’ and Councillors sought clarification on the distinction between the terms, as ‘village envelope’ appeared to denote a more restricted area. Parish Councillors, and Councillor Lester, were concerned that Herefordshire Council would refuse future ‘ad hoc’ applications as planning permission for 40 houses had already been granted in Stoke Lacy.
4/17ii No Police report.

5/17 PUBLIC PARTICIPATION
The members of the public raised questions about Queen Elizabeth Humanities College (QEHC) in the light of safeguarding issues discussed in Item 4/17 above. Councillor Lester assured them that there were no safeguarding issues in connection with the previous item.

6/17 FINANCE
Current Account balance as at 1st July 2017: £5686.81
6/16 i Draft accounts from 1st May 2017 to 30th June 2017 as distributed: APPROVED.
6/17 ii No account from Village Hall
6/17iii The donation of £1000 to Stoke Lacy Village Hall was APPROVED; £500 to be paid now, £500 in January 2018

7/17 SPEED CAMERA VAN
Councillors noted the successful outcome of the speed camera van by the village hall and the church in April. The Clerk was asked to contact CSO Susan Berrett to request that it return to the village as soon as it is able. The Clerk was requested to ask for the speed data from the recent SID deployment on Stoke Hill.

Councillor Lester left the meeting at 8.20pm.

8/17To note INFORMATION SHEET and Clerk’s Report
8/17i As already emailed: Correspondence from Anthony Bush, HALC courses, etc. and advice from HALC regarding a new Code of Conduct as adopted by Herefordshire Council. The advice was for Parish Councils not to adopt it.
8/17ii Update on Lengthsman’s work and A465 matters.
8/17iii Any other matters Councillors wish to raise for information/clarification.
