3/15 To declare this council has THE GENERAL POWER OF COMPETENCE
The Clerk declared that this Parish Council met with the criteria to declare itself to hold the General Power of Competence, as it had a qualified Clerk and four out of its five Councillors had been elected.
4/15 The MINUTES OF PREVIOUS MEETING of the Parish Council being the Council’s Annual Meeting held on Wednesday 13th May 2015 were approved and signed. Councillor Lester was thanked for his guidance.
5/15 WARD COUNCILLOR’S AND POLICE REPORTS
5/15 i Ward Councillor Jonathan Lester reported on the budgetary cuts of £42,000,000 which Herefordshire Council would be facing over the next four years.
Councillor Lester then showed Councillors the revised plan for the proposed development of 28 houses at Newlands, Stoke Lacy. This could be submitted to Herefordshire Council and on the public website within the next three to four weeks. Submission to the Planning Committee could take six months; although as a major development it should be dealt with within 13 weeks this was not always possible due to pressure of applications.
Metal barn at Church House Farm: the Parish Council had received no notification of a planning application for this and Councillor Lester said he would enquire whether it had received planning permission under LPA or if it had been erected with prior approval, although it seemed close to the road.
Village gates: Mr Ed Tonks of Balfour Beattie would be contacting Councillor Lester shortly with an estimate for these.
6/15 PUBLIC PARTICIPATION
Current Account balance as at 30th June2015: £4520.80.
7/15 i The draft accounts from 1st May to 30th June 2015 as distributed were APPROVED.
7/15 ii The successful external audit of the 2014/15 Parish Council accounts was noted.
7/15 iii The following payments were approved
- Stoke Lacy Village Hall invoices – none received
- Clerk’s expenses re. printing cartridge of £30 and tax refund from HMRC of £623.27 for 2014/15
7/15 iv The following grants and gifts were considered and approved:
- Grant to Stoke Lacy Parochial Church Council for churchyard grass cutting £500
- £1000 to Stoke Lacy Village Hall; first half to be paid now, second half in January 2015.
- Gift of £35 to Mr Geoff Howell, internal auditor
- Grant to Cider Press: held over for later discussion if requested
7/15 v Clerk’s annual salary scale rise from SCP20 to SCP21 (5 hours per week) was AGREED.
8/15 PLANNING APPLICATIONS & PERMISSIONS
9/15 POLICIES – ANNUAL REVIEW
9/15.i Standing Orders & Chairmanship (as adopted in September 2013)
9/15ii Standards Policy (Code of Conduct) (as adopted in September 2013)
9/15 iii Financial Regulations (as adopted in September 2013)
9/15 iv Risk Schedule (as updated in July 2014)
All the above documents, with the exception of the Risk Schedule, were APPROVED and ADOPTED for the next twelve months; to be reviewed again in July 2016. The Risk Schedule and Code of Conduct would be on September 2015 Agenda.
10/15 To discuss proposed LICENCE for Stoke Lacy footpath along A465
Councillors discussed the terms of the proposed licence and AGREED it be taken up, subject to the Clerk confirming with the Parish Liaison Officer, Ms Catherine Berkley, that the Parish Council would be able to use its own workforce to maintain the footpath.

12/15 I To discuss possible purchase of the telephone kiosk
The Chairman proposed this be discussed now; AGREED. The Parish Council decided that it would not purchase the kiosk.
13.15. DATES FOR FUTURE PARISH COUNCIL MEETINGS to May 2014
All meetings to be held on 2nd Wednesdays of alternate months at 7.30pm in Stoke Lacy Village Hall
2015: 9th September (discuss precept); 11th November (set Precept); 2016: 13th January; 9th March
Annual Parish meeting followed by Annual Parish Council meeting: Wednesday 11th May @ 7pm & 7.30pm.
The meeting closed at 8.55pm.
