3/16 TO APPROVE THE MINUTES OF THE PREVIOUS PARISH COUNCIL MEETING held on Wednesday 13th July 2016. The minutes were approved and signed.
The meeting agreed to bring forward agenda item 5/15 ii CSO Susan Berrett, and to join agenda items 4/16, Public Participation, and 7/16 a, further developments at Newlands site, and b, future for Planning in Stoke Lacy, for the benefit of CSO Berrett and members of the public.
5/16 ii POLICE REPORT
CSO Susan Berrett reported briefly on local police matters and urged the public to contact 101 with any concerns. She would ask Adnan Ali, Community Speed Watch Co-ordinator, to contact the Clerk and the Clerk was asked to get in touch with Safer Roads Partnership and Highways about speeding concerns in the north end of the village.
CSO Berrett left the meeting at 7.50pm.
4/16 PUBLIC PARTICIPATION and 7/16 a Further developments at Newlands site b future of Planning in Stoke Lacy
Much discussion took place with the members of the public on the development at Newlands. Neither the Clerk nor Ward Councillor Lester had heard anything further following the introductory meeting with the prospective developer, Sanctuary Housing, and the Parish Council, at which no decisions were made. The plot had not yet been sold, so it was not known whether Sanctuary Housing was going to be the developer. The Parish Council reiterated that the public would be kept fully informed via a public meeting once concrete proposals for the Newlands site were brought forward and that no decisions on the development would be made without full public involvement.
b. Future of Planning in Stoke Lacy: held over.
The two members of the public left the meeting at 8.14pm.
Current Account balance as at 31st August 2016: £4733.866/15 i Draft accounts from 1st July to 31st August 2016 as distributed: APPROVED.
6/16 ii The following payments were approved:
- Society of Local Council Clerks (SLCC) – Annual subscription of £77
- Invoice: Stoke Lacy Village Hall – Hall Hire January-August 2016 Including 2 extra-ordinary meetings): £130
6/16 iii To consider and approve grant of £1000 to Stoke Lacy Village Hall, £500 to be paid now, £500 in January: APPROVED.
6/16 iv The draft Budget was discussed; Precept to be set at November’s meeting
6/16 v The Clerk’s annual salary increment rise SCP 22 and half-yearly payment of salary and income tax were noted.
6/16 vi To consider possible grant to Community Newsletter: the Clerk would report further on this at the next meeting.
7/16 a & b taken at 4.
8/16 INSTALLATION OF DEFIBRILLATOR
The Chairman would visit Mr Vernon Amor at Wye Valley Brewery next week to finalise.
9/16 Removal of leylandii at top end of Woodend Lane
Councillor Walters explained the background to this. Councillors said they had no problem with their removal and the Clerk was asked to write to Councillor Walters to confirm this.

10/16 i As already emailed: Correspondence from Anthony Bush, HALC courses, etc.
10/16 ii Update on SIDs, other A465 matters and Balfour Beattie works to minor roads.
10/16 iii Lengthsman’s and Parish Paths Partnership (P3) work. The Clerk to contact the Lengthsman about outstanding works.
