STOKE LACY PARISH COUNCIL

Minutes of the Parish Council Meeting held on Wednesday 14th August 2019 in Stoke Lacy Village Hall at 7.30pm

Present:
Councillor Janet Ivison (Chairman); Councillors Anne Reece, Helen Bufton (arrived 7.35pm), John Westwood and Bill Morgan

19.70 To receive and accept APOLOGIES FOR ABSENCE
Ward Councillor Jonathan Lester; CSO Susan Berrett.
Apologies accepted

19.71 To receive DECLARATIONS OF INTEREST and written dispensation requests for disclosable pecuniary interests on Agenda items
No interests were declared.

19.72 To receive a presentation on the Cider Press from the Editor and Compiler
Mrs C McNaught and Mrs J Davies gave an account of the current financial position of The Cider Press. Having declined the offer to join with The Newsletter publication they were keen to produce The Cider Press in a more streamlined way. They showed the meeting a copy of The Cider Press which was produced on good quality paper and delivered already stapled but would cost more to produce. (Councillor Bufton left the meeting at 7.47pm) After much discussion, Councillor Reece proposed:
That this Parish council increase its grant to The cider Press to £400 for the current year, then The Cider Press team return with a set of accounts next year and request a further contribution
All in favour; carried
(Councillor Bufton returned to the meeting at 8.07pm in time to vote)
Mrs McNaught indicated that she wished to give up compiling The cider Press, having done it for some 14 years
Parish Council and church representatives would attend the open meeting on 25th September at Burley Gate Village Hall at 7.30pm to discuss the future of The Newsletter

19.73 TO APPROVE THE MINUTES OF THE PREVIOUS PARISH COUNCIL MEETING held on Wednesday 10th July 2019; these were approved and signed

19.74 WARD COUNCILLORS’ AND POLICE REPORTS
There were no reports

19.75 PUBLIC PARTICIPATION
See Item 19.72 above

19.76 FINANCE
Current Account balance as at 1st August 2019: £6367.11
19.76 i Draft accounts from 1st July 2019 to 1st August 2019 as distributed: APPROVED.
19.76 ii The following payments were approved:
• Invoice from SLVH: Hall hire April, May, June: £72
• Cllr Bill Morgan: expenses for road signs: £158.40
• Clerk’s expenses for printing invitations & purchasing envelopes: £19.70
Councillor Westwood left the meeting at 8.25pm

19.77 Update on Newlands and Orchard Developments
The Clerk had not yet heard from Mr Andrew Davies, Planning Officer, regarding the drains at Newlands. She would write again. She had contacted Mr Mark Battin with a request for an appointment for the Parish Council to inspect the storm drains at Newlands. An Information Day was to be held on 17th August in the village hall.
No further news on The Orchard site.
No planning applications had been received this month

19.78 New Financial Regulations were approved and signed

19.79 To decide on Website publisher
After discussion it was AGREED that this be deferred until more information had been obtained. Councillor Morgan would assist the Clerk in the meantime

19.80 A465 Crick’s Green
19.80 The Chairman showed Councillors a plan of where the SID, gates and 30mph were to go at the north end of the village. The gates, 40mph sign and SID would probably have to be purchased from 106 monies. The Clerk was asked to contact Mr Christian Meanwell to come out to make a further site visit. She was also to contact Mr Paul Hunter and BalfourBeattie about the ‘hidden dip’ signs and the road markings through Crick’s Green, and for the renewal of as many road markings as possible through Stoke Lacy whilst the A465 is closed

19.81 To note Information and Clerk’s Report and matters which Councillors wished to raise for information/clarification
I HALC courses etc as emailed. Agreed Lynda Wilcox be asked to arrange training on Planning and Highways in the village hall; maybe in future work with other Parish Councils for joint sessions
Ii Councillor Morgan suggested he organise a link to all Councillors to a calendar of Council events which they could all see; agreed

DATES FOR FUTURE PARISH COUNCIL MEETINGS to May 2020
The Parish Council now meets monthly except December (all Wednesdays at 7.30pm):
11th Sept (Smartwater presentation); 9th Oct (NDP Presentation); (discuss Precept); 13th Nov (set Precept);
2020: 8th Jan; 12th Feb (Waste Disposal presentation); 11th March; 8th April
Annual Parish Meeting & Annual Parish Council Meeting: 13th May @ 7.30pm & 8pm.

The meeting closed at 9.38pm.
