1/17 To receive and accept APOLOGIES FOR ABSENCE
Apologies were received from Councillor Anne Reece, Ward Councillor Jonathan Lester and CSO Susan Berrett; apologies accepted
2/17 To receive DECLARATIONS OF PECUNIARY OR PERSONAL INTEREST on Agenda items
3/17 TO APPROVE THE MINUTES OF THE PREVIOUS PARISH COUNCIL MEETING held on Wednesday 14th July 2017 and the MINUTES OF THE EXTRA-ORDINARY MEETING held on 26th July 2017
Both sets of minutes were approved and signed.

5/17 WARD COUNCILLOR’S AND POLICE REPORTS
5/17 i Ward Councillor Lester emailed updates on Herefordshire Council matters
5/17 ii No Police report
Current Account balance as at 31st August 2017: £5110.81
6/17 i Draft accounts from 1st July to 31st August 2017 as distributed: APPROVED.
6/17 ii The following payments were approved:
- Society of Local Council Clerks (SLCC) – Annual subscription of £67
- Invoice: Balfour Beattie for SID hire: £300 incl. £50 VAT
It was noted that the hire cost had risen and Councillor Walters was asked to look again at the cost of purchasing one for the parish
6/17 iii The draft Budget was discussed; Precept to be set at November’s meeting
6/17 iv To consider and approve donation to Age UK Hereford & Localities: after discussion it was agreed no donation be made
6/17 v The Clerk’s annual salary increment rise SCP 23 and half-yearly payment of salary and income tax were noted.
7/17 To consider future for Planning in Stoke Lacy in line with Herefordshire Council’s Rural Areas Site Allocation Development Plan (RASADP)
Ward Councillor Lester to give further information/report on this at November’s meeting
8/17 INFORMATION SHEET and Clerk’s Report
8/17 i As already emailed: Correspondence from Anthony Bush, HALC courses, etc.
8/17 ii Update on SIDs, other A465 matters and Balfour Beattie works to minor roads.
8/17 iii Lengthsman’s and Parish Paths Partnership (P3) work. The Clerk to contact the Lengthsman about outstanding works.
8/17 iv To note Parish Council’s ‘No Objection’ response to Planning Applications No. 172968: change of land use from agricultural to equine; 172969: extension of barn; both at Little Merrifield, Cricks Green (dealt with under Minor Planning Applications Policy as adopted)
8/17v To note that the accounts for 2016/17 had been approved by the external auditor and were now published on the Parish Council website
