Minutes of the Parish Council Meeting held on Wednesday 13thNovember 2019 in Stoke Lacy Village Hall at 7.30pm
Present:
Councillors Janet Ivison (Chairman), Anne Reece, Helen Bufton, Bill Morgan and John Westwood.
In attendance: Mrs Alma Westwood (Clerk); PCSO Jack Davies; 2 members of the public
19.109 To receive and accept APOLOGIES FOR ABSENCE
Apologies were received from Ward Councillor Jonathan Lester and PCSO Susan Berrett

19.111 To receive a presentation on THE NEWSLETTER from Mr Richard Leitch
After introducing himself Mr Leitch gave a short history of the Newsletter, current numbers of recipients and distribution area. Following a recent meeting about its future, representatives from the various participating parishes had voted in favour of an A5 version, which would reduce costs to £1500 p.a. A benefactor had come forward for Stoke Lacy offering financial support and Mr Leitch asked if the Parish Council could contribute £250.
It was agreed that a decision be made in time for the Ocle Pychard PC meeting on 20thNovember.
The Chairman thanked Mr Leitch for his presentation and he left the meeting at 7.54pm.
The Chairman then moved that Item 19.114.ii Police Report be brought forward; agreed
19.114ii PCSO Jack Davies reported on recent incidents in the area. He could assist in the SmartWater roll-out if required. PC John Meek had now returned to duty after a year’s sick leave and had been recruited to the Rural Crime Team. PC Alice Bennett had replaced him and PCSO Davies would bring her to a Parish Council meeting to introduce her
PCSO Davies left the meeting at 8.05pm

19.112 TO APPROVE THE MINUTES OF THE PREVIOUS PARISH COUNCIL MEETING held on Wednesday 9thOctober 2019
The minutes were approved and signed
19.113 To receive the draft minutes ofNEIGHBOURHOOD DEVELOPMENT PLAN MEETINGSheld on 30thOctober and notes from 13thNovember 2019 meeting
The draft minutes had been distributed and the Clerk read out the notes

19.114 WARD COUNCILLOR’S AND POLICE REPORTS
19.114 i The Chairman read out Councillor Lester’s emailed report, which concerned Herefordshire Council’s cabinet meetings, now held in the evenings. Items discussed included corporate parenting, fostering and adoption and use of reserves

19.116 FINANCE: Current Account balance as at 1st November 2019: £7652.85
19.116 i Draft accounts from 1stOctober to 1stNovember 2019 as distributed:APPROVED.
19.116 ii The following payments were approved:
- The Cider Press grant (as agreed): £400
- Cllr Ivison, gavel engraving: £20
- Cllr Morgan: Community Concern road signs: £86.40
- Community Newsletter: after discussion it was AGREEDto grant £200for 2019-20; the Parish Council would see the accounts before making a decision for any future grants
19.116 iii To set the Precept for 2020/21: after discussion on future expenditure it was AGREEDto increase the budget to £9000
19.117 PLANNING APPLICATIONS
193650: Retrospective approval for retention of vehicular access and driveway at Stokes Hill: The Parish CouncilOBJECTEDto this application on various grounds, chiefly that of road safety 192809: Lifely Farm, Moreton Jefferies: creation of fishing lakes with overnight accommodation lodges (part retrospective): The Parish Council had NO OBJECTION subject to Environmental Health & Public Rights of Way considerations
193719: Wye Valley Brewery: Alterations to fenestration and cladding on frontelevation. The Parish Council SUPPORTED this application
Update on Newlands and Orchard Developments
Councillors had visited the Show House at Newlands, which was now open to the public; some properties will be inhabited by late November/early December.
Orchard Development: The ‘For Sale’ sign has been removed
19.118 ROAD SAFETY issues : Speed calming measures at Crick’s Green & 106 matters
The Clerk was requested to find more information on monies available direct for Parish Council from 106 funding; to request a breakdown of 106 funding on highways and Burley Gate school. No funding available from Herefordshire Council to repair/replace the closed footbridge from Herb Lane to Little Cowarne. Woodend Lane road sign to stop HGVs going beyond the factory units: in hand. A form to apply for a SID for Crick’s Green had been left by PCSO Davies
19.119 TO SET DATE FOR SMARTWATER ROLL-OUT
Agreed: Invitation to be published in December/January Cider Press; roll-out date to be set at January’s meeting. Register interest by 6thJanuary. Also publish Invitation to the February 2020 Recycling presentation
