1/16 To receive and accept APOLOGIES FOR ABSENCE

2/16 To receive DECLARATIONS OF INTEREST on Agenda items
No interests were declared.
3/16 TO APPROVE THE MINUTES OF THE PREVIOUS PARISH COUNCIL MEETINGS held on Wednesday 11th November 2015 were approved and signed.
4/16 PUBLIC PARTICIPATION.
4/16 i Stoke Lacy and District Community Power (SDLP): Mr John Caiger reported on recent and forthcoming meetings. A meeting on Eco Homes was to be held on 21st January.
Mr Caiger then spoke about HM The Queen’s 90th birthday celebrations which would be held on Sunday 12th June and asked if the PCC would like to join with Stoke Lacy Parish Church in this; the Chairman thanked him and said this would be on March’s Agenda for discussion.
5/16 WARD COUNCILLORS’ AND POLICE REPORTS
5/16 i Ward Councillor Jonathan Lester reported on Herefordshire Council’s budget and the likelihood that Council Tax would be increasing by around 3.9%, mainly to pay for adult and children’s social care.
Ledbury Road: Councillor Lester updated Councillors. It was not a Herefordshire Council facility and the Council was not responsible for its closure, as it was a hospital ward, but he was to ask Herefordshire Council for enough further funding to keep the facility open for the next twelve months.
5/15 ii CSO Susan Berrett reported on a telephone bank card scam which was affecting many local people.
CSO Susan Berrett left the meeting at 8.08pm.
The Chairman moved that Item 7/16 be brought forward; agreed.
The Chairman invited members of the public to speak on this item.
7/16 PLANNING APPLICATIONS & DECISIONS
7/16 i Application No. 151937: outline planning permission for 28 houses on land adjacent to Newlands, Stoke Lacy, was APPROVED by Herefordshire Planning Committee on 13th January. Messrs Karl Bungey and Anthony Morris expressed extreme disappointment at the outcome. Lengthy discussion ensued, with input from the Chairman, Mr Bungey, Mr Morris and Ward Councillor Jonathan Lester, who was concerned that the development would have minimum impact on existing dwellings.
The Chairman summed up by saying it was vital that parishioners and the Parish Council be very involved in the final plans and development of the site, to secure the best possible outcome for the village, the approach supported by Herefordshire Planning Committee when the application was approved.
7/15 ii Land adjacent to the village hall: the Clerk had been notified by the agent that the application had been submitted. Councillor Lester said it would be a few weeks before it came to the planning department. The Clerk would notify parishioners when she heard from Herefordshire Council on this.
Mr Caiger left the meeting at 8.35pm.The 3 other members of the public left at 8.37pm. Ward Councillor Lester left at 8.40pm.
The normal agenda order was then resumed.

6/16 i Draft accounts from 1st November to 31st December 2015 as distributed: APPROVED.
6/16 ii The following payments were approved:
- Stoke Lacy Village Hall: Sept & Nov hall hire: £40
- Invoice from George Day & Son, Lengthsman: £780
No invoice for the Website fee had been received
8/16 To discuss possible DEFIBRILLATOR for Stoke Lacy
The Clerk had been approached by Bromyard Masons to ask if Councillors would consider having a defibrillator, paid for and installed; Councillors discussed this and an offer from HeartStart for a free machine which was received at the same time. Councillors AGREED that this be discussed more fully at March’s meeting.

9/16 i As already emailed: Correspondence from Anthony Bush, HALC courses, etc.
9/16 ii Update on SIDs, other A465 matters and Balfour Beatty works to minor roads
9/16 iii Lengthsman’s work: Works had been carried out to drains in Stokes Lane. The Clerk was asked to contact the Lengthsman over works to Bredenbury Lane.
