Minutes of the Parish Council Meeting held on Wednesday 12th September 2018 ` in Stoke Lacy Village Hall at 7.30pm

Present:

18/51 To receive and accept APOLOGIES FOR ABSENCE
Apologies were received from CSO Susan Berrett; apologies accepted

18/52 To receive DECLARATIONS OF PECUNIARY OR PERSONAL INTEREST on Agenda items
None declared

18/53 TO APPROVE THE MINUTES OF THE PREVIOUS PARISH COUNCIL MEETING held on Wednesday 11th July 2018

18/54 PUBLIC PARTICIPATION
The member of the public spoke on possible traffic-calming measures to curb speeding through Crick’s Green

Ward Councillor Lester arrived at 7.55pm.

18/55 WARD COUNCILLOR’S AND POLICE REPORTS
18/55 i Ward Councillor Lester responded on the issue of speeding through Crick’s Green. Various ideas were put forward. The Clerk was asked to write to Balfour Beattie about having gates at the entrances to both Crick’s Green and Stoke Lacy. The Clerk was also asked to find costs of gates.
Ward Councillor Lester reported on his visit to No.10 and Herefordshire Council matters, including the decision on the route of the bypass.
18/55 ii No Police report. CSO Berrett‘s response on the Cricks Green issue was read out

18/56 UPDATE ON NEWLANDS AND ORCHARD DEVELOPMENTS, especially regarding SIDs and footpath upgrade (for Councillor Lester)
Councillor Lester said the SIDs would only be put in place when the building at Newlands was finished. The Clerk was asked to contact Sanctuary Housing regarding the current position on the Newlands project.

Ward Councillor Lester left the meeting at 9.03pm.

18/57 FINANCE
Current Account balance as at 31st August 2018: £5685.15
18/57 i Draft accounts from 1st July to 31st August 2018 as distributed: APPROVED.
18/57 ii The following payments were approved:
• Society of Local Council Clerks (SLCC) – Annual subscription of £72
• HALC: Clerk’s training March 2018: £36 incl. VAT of £6
18/57 iii The draft Budget was discussed; Precept to be set at November’s meeting
18/57 iv To note Clerk’s annual salary increment rise SCP 24, increase in hours from 5 to 7 per week and half-yearly payment of salary and income tax
18/57 v The possible purchase of seats for the Millennium Wood, up to £350, was discussed.
The Clerk to ask Mr Mark de la Torre for his advice as to who owns the woodland; also see Item 18/55 i re. gates for the village as an alternative project.

18/58 HLF project: update
The Clerk read the report from Mr John Davies

18/59 INFORMATION SHEET and Clerk’s Report
18/59 i As already emailed: Correspondence from Anthony Bush, HALC courses, etc.
18/59 ii a Parish Footpaths: The Folly across to The Ditchings required clearing

c Bus shelter cleaning rota drawn up for every 2 months
