Minutes of the Parish Council Meeting held on Wednesday 11th November 2015 in Stoke Lacy Village Hall at 7.30pm

Present:
Councillor Neil Walters (Chairman); Councillors Anne Reece, Clifford Bufton, Janet Ivison and John Westwood.

1/15 To receive and accept APOLOGIES FOR ABSENCE
Ward Councillor Jonathan Lester; apologies accepted.

2/15 To receive DECLARATIONS OF INTEREST on Agenda items
No interests were declared.

3/15 PRESENTATION from Mr and Mrs White or their agents regarding proposed new house at Cuckhorn Farm, Stoke Lacy
The two Architects gave a presentation on the proposed new house, which was part earth-covered with no new entrances.
The Chairman thanked them for the presentation.
Mr and Mrs White and their agents left the meeting at 7.50pm.

4/15 TO APPROVE THE MINUTES OF THE PREVIOUS PARISH COUNCIL MEETING held on Wednesday 9th September 2015
These were approved and signed.

5/15 PUBLIC PARTICIPATION.
There was no public participation.

6/15 WARD COUNCILLOR’S AND POLICE REPORTS
6/15 i The Clerk read a report submitted by Ward Councillor Jonathan Lester on the recent deliberations of Herefordshire Council, which included, inter alia, Funding Partnerships, Schools capital investment strategy, Devolution deal and various extracts from Cabinet reports.
6/15 ii 1 Ledbury Road, Hereford: The Parish Council had received an email from parishioners Mr and Mrs Boyle regarding the proposed closure next year of 1 Ledbury Road, which offers respite care for disabled children and their families. In response Ward Councillor Lester had submitted a report on the current situation, which the Clerk read out. Mr Boyle, who was present, then reported on his and other families’ current situations and the effects closure of this facility would have on them all. The Parish Council RESOLVED that a letter be sent to Ward Councillor Lester and to the Director of Childrens’ Services at Herefordshire Council expressing its concern and asking that Councillors be kept up-to-date on the situation.
Mr Boyle left the meeting at 8.17pm.

6/15 ii CSO Susan Berrett reported on current scams, especially bank courier fraud, particularly targeting the elderly; importance of security lighting; sheep thefts; mud on roads.
CSO Berrett left the meeting at 8.25pm.

7/15 FINANCE
Current Account balance as at 31st October 2015: £5041.47
7/15 i Draft accounts from 1st September to 31st October 2015 as distributed: APPROVED.
7/15 ii The following were discussed and APPROVED

  • GR Day & Son (Lengthsman) quotation for works in Stokes Lane: £780
    (including VAT of £130 (recoverable))
  • Donation of £100 towards the cost of the Ringing Board for Stoke Lacy Church, in acknowledgement of the Peal rung in part to commemorate Mrs Betty Arnett’s 70 years as organist at the church. The Parish Council extended its CONGRATULATIONS to Mrs Arnett on this wonderful achievement.

7/15 iii Following discussion the Precept for 2015/16 was set to remain at £6000.
7/15 iv Lease of footpath along A465: Council was informed that any upkeep must come from its budget and could not be reclaimed under the Lengthsman Scheme. Councillors AGREED and the paperwork from Herefordshire Council was awaited.

8/15 PLANNING APPLICATION received
8/15 i P152579: Proposed new-build house at Cuckhorn Farm, HR7 4HE, as above.
Councillors had no objection, but asked that planners ensured the colour of the bricks was in keeping with that of the local area’s buildings.

9/14 INFORMATION SHEET
9/15 i As already emailed: Correspondence from Anthony Bush, HALC courses, etc.
9/15 ii Update on SIDs, other A465 matters and Balfour Beattie works to minor roads.
9/15 iii Lengthsman’s and Parish Paths Partnership (P3) work: see 7.15 ii above.
9/15 iv Update on gates: Clerk had been informed that these must be of shatterproof plastic, supplied at a cost of around £2000. Councillors agreed not to proceed and to ring-fence the available funds of £566.81 for a future project.

10/15 i Request from Age UK (local branch) for a donation.
