Minutes of the Parish Council Meeting held on Wednesday 11th September 2019 ` in Stoke Lacy Village Hall at 7.30pm

19.85 To receive a presentation on SmartWater from PC Estelle Stock, We Don’t Buy Crime initiative, West Mercia Police (to include questions from the public)
PC Stock said SmartWater was being offered to Parish Councils, who were being encouraged to purchase this effective anti-theft tool for their communities at a greatly reduced price. She explained how the technology worked, being a completely invisible marking agent which would not wear off and could be applied to any item of value from a piece of jewellery to a car. Each pack of SmartWater was personal to the individual who used it and any stolen item ultimately recovered by the police could be returned to the owner. PC Stock said many councils throughout West Mercia had purchased it and that burglaries had decreased in those areas. A minimum of 80 households were required to sign up in an area, upon which a free kit would be distributed and the local council charged a maximum of £8.90 per kit, which would reduce by 25% for more than 80. The Parish Council would decide whether to proceed, and if it agreed then PC Stock would arrange a ‘roll-out’ evening. Signs would be placed at the village entrance saying the area was covered by SmartWater; Parish Councillors would work with PC Stock’s team to decide where they went.
The Chairman thanked PC Stock for her comprehensive presentation. PC Stock left the meeting at 8.07pm.
Discussion then ensued. All Councillors and members of the public found it a good idea. Councillors would investigate sources of funds but AGREED to proceed.

19.87 WARD COUNCILLOR’S AND POLICE REPORTS
19.87 i Ward Councillor Lester reported on Herefordshire Council matters, including the decision as to whether to pause work on the bypass. The Scrutiny Committee had resolved by 4-3 not to pause as any delay could lead to the loss of the funding..
The Chairman then asked Ward Councillor Lester about the SIDs being provided by the Newlands developers. He gave a contact address where the Clerk could find out about any issues regarding finance and what the Parish Council could ask for under 106 monies.

• Society of Local Council Clerks (SLCC) – Annual subscription of £106
• HALC: In-house training Sept 2019: £226.20 and Website hosting Dec 2018 £66.00 (£299.20) – total VAT: £48.70
19.89 iii To note Clerk’s annual salary increment to SCP 25, and half-yearly payment of salary and income tax
19.90 Update on Newlands and Orchard Developments and 106 matters
Newlands showhouse should be open by end of September. Orchard Development: land back on the market. 106 funding: See 19.87 I above
Stokes Hill driveway: till December to make comments. Parishioners were urged to report any incidents involving the driveway to the police Highways Authority
No planning applications had been received this month. Councillors were advised to check Herefordshire Council’s Planning website regularly

AGREED that larger signs be ordered. The missing sign had not been found.
Stoke Lacy bridge closure: The Parish Council expressed their thanks to Christian Meanwell and Golden Valley Construction for finishing the repairs 4 weeks early
19.93 Annual Parish Meeting
A new format and a new date would be fixed at January 2020’s meeting
